Steve Fallon

Steve Fallon

Steve was one of the founder employees of Circle 33 Home Ownership (now Circle Anglia), North London in 1989 and spent his formative years in the Housing Association movement specialising in shared ownership development, marketing, management and finance. After leaving Circle 33, Steve took up the position of Home Ownership Manager at Southern Housing Group, one of the largest developing associations in the UK. Steve returned to Circle 33 Housing Trust as a Development Manager for a brief spell before taking on a consultancy role with the Network Housing Group in London where he put in a ten year shift as a development consultant resulting in him taking up the roles of New Business Director for both Network Housing Association and London Strategic Housing Association, the first specialist key worker affordable housing provider registered with the Housing Corporation.

Steve established his own limited company providing specialist affordable housing services and advice in 2005 with his partner, Christine. Steve has over 20 years of working with and for some of the largest and most innovative RSLs in the UK and is ideally placed to service the requirement of developers, land owners, Registered Social Landlords and Local Authorities working in affordable housing.

Christine Fallon

Christine has 25 years experience of working in affordable housing development, initially as Development Officer for London and Quadrant and then as Development Manager for specialist Housing Associations Habinteg and Housing 21. Five years with Housing 21 as their national development manager provided her with an in depth knowledge of the older persons and care home market. After leaving Housing 21, Christine took up a short position with Liverpool HAT leading on their ‘Landlord Choice’ programme to transfer, regenerate and transform the ex-local authority tower blocks. Following this, Christine was asked to join the Housing Corporation to lead and deliver the Investment Programme for the North West.

She left the Housing Corporation in 2005 to set up Affordable Homes Consultancy having been commissioned to establish and implement the operating model for HCA development partnership working for Plus Harvest Developments. Soon after that, Christine created the operating model for HomesHub – the Homebuy Agent for Plus Dane Group. Christine has continued to strengthen the consultancy arm of AHC working with many of the major developing associations in the North West and has been instrumental in creating new build developments for AHC. Christine has an in depth and practical knowledge of the strategic operating environment for RSLs, local authorities and funders of affordable housing and is ideally placed to provide advice on all aspects of housing development and delivery. She is a Board member of Calico Homes.

Jo Fallon

Jo Fallon

Jo began her career in affordable housing as a Graduate Development Officer for Plus Dane Housing Group. Following the completion of the trainee programme, Jo spent time working as Assistant Development Manager at Urban Splash, working closely with partners New East Manchester and English Partnerships to deliver the large scale ‘Millennium Community’ project New Islington, in Ancoats, East Manchester.

Jo returned to PLUS Dane Group in 2005 and took up a role as lead coordinator for the PLUS Harvest Development Partnership’s first bid under the National Affordable Housing Programme, which resulted in a grant allocation of circa £40 million. Following the announcement of the bid, Jo was instrumental in the establishment of HomesHub, one of the pilot HomeBuy Agencies.

During her time with PLUS Dane Group, Jo has worked with a range of LSVT clients new to development, including Chester and District Housing Trust and Halton Housing Trust. Jo supported these organizations in identifying development opportunities, building a pipeline development programme and securing grant funding to support in the delivery of these projects.

Following a career break spent teaching English in Japan, Jo returned to the UK in April 2010 and took up a role as consultant at Savills, providing a range of project management/ business development services to RP clients, including Liverpool Mutual Homes, First Choice Homes Oldham and Cartrefi Cymunedol Gwynedd.

More recently, Jo has been working with South Liverpool Homes, heading up the delivery of an ambitious programme of development and regeneration in the Speke and Garston areas of South Liverpool. This £10m + project will see in excess of 150 new homes for affordable rent, shared ownership and outright sale delivered over a period of 4-5 years.
